Who Owns the Rain? Hint: It's Not Always Homeowners

Across the country, resourceful homeowners have embraced rainwater capture as a way of conserving community water supplies while maintaining healthy gardens. Unfortunately, rain barrels are sometimes at odds with the law. Facing certain water scarcity, cities and states have begun to wrestle with the conundrum of water rights versus conservation. When it all shakes out, will you own the rain that falls on your own property?

It's just some journalist who want's to make some silly news a big thing.

Stuff like this doesn't even last as long as the life of a may-fly.
    "God, from the mount Sinai
    whose grey top shall tremble,
    He descending, will Himself,
in thunder, lightning, and loud trumpet’s sound,
    ordain them laws".

that is still world-wide seen a bigproblem. I dont remember where, but there are countrys which pollutes rivers and the neighbour countrys get only polluted and dirty water.

water has a big influence on the flora and fauna of the world, so its not easy to judge.
