first movie had a pretty boring retro/cartoonish theme, this one uses more steroids (loudness/action/cgi) and ends up close to the video game/cartoonish category
let me tweak that a bit: 2 tweaked freaks getting trained/prepared to kill the main tweaked cpt. freak, since that other tweaked winter freak failed
*spoilers ahead*
other than that there were plenty silly/lame elements in just about every scene/chapter:
- cpt. A goes to the museum to listen to the official propaganda presentation(s) on himself and his team in order to reaffirm his mission resolve, ie. commits self-brainwashing with governmental material!
- the ultra brave cpt A. doesn't dare entering his own apartment through the front door in fear of... the supersoldier with the 'loud stereo fetish'?
- extremely lame video-game-like flying falcon scenes, falcon - the new robin? a black side-kick to his white idol
- old bunker scene was ridiculous: the missile explosion arriving from an elevator shaft over their heads magically beams them up 10+ floors higher! (also, falcon jumps through a window and falls ~10 floors down into a chopper without any injury whatsoever)
- weak bonding/filler scenes: too soft beds, misses rocks for pillows! grandpa fury as a tough elevator operator! AA-like meetings, peggy scene
- preemptive strikes based on prediction of behavior as future methodology, how to use a 9/11-like event to push harsher laws explained, fake realist vs idealist theme (both want 'shield', just set-up in a different way, one generation used nukes, the next one picks something else)
- the ultra inefficient and slow winter-soldier: regarding nick fury (several times, the camera guy delayed him further with every following camera angle!), regarding romanoff (bikini story & bridge scene), all 3 'targets' on the bridge scene,...
- millions of people considered as a threat to hydra, the plan is to eliminate them en-masse using high-power rifles, supposedly no one would blink if they started decimating the population, but somehow they are afraid of a single news crew & the internet!
- cpt. A blaming stuff on others (fails to secure the area in the ship siege, blames romanoff), needs constant help (last moment save by his team, shield members,...), can't get over his lost friends/relatives/past/old times, indecisive, confused, still questioning his goals (at the age of 95!, guess super-learning wasn't part of the package), everybody reminding him & the viewers how he is the savior, successfully uses gandhi tactics against a top brainwashed mercenary supersoldier!
- cpt. A didn't seem much retro at all, maybe only when he used the old/dirty suit and retro is one of his most interesting aspects!
- ears everywhere, but no eyes? not even in a mall, or an armored vehicle, only in an old bunker with ages old technology (which also has face recognition, AI, digital personality uploading and automated missiles but no on-site explosive charges?)
- so a supersoldier has 4 targets in an ordinary car, how to eliminate them? one by one or all at once? by using handgun bullets through the roof? by eliminating the least dangerous one first (was funny though)? by jumping on the roof? must be them electroshocks messing with his head (which was another script-fail: the dude doesn't want to know who he is, he just wants more electrotherapy, because he wants freedom for the people!)
- top hackers use top malls for top secret hacking in under 10min? software tells you where it came from? a no signal zone means there used to be a router there before? a fingerprint reader can tell you in which order to press the buttons, programs use 'yes' instead of 'y'
- ridiculous shield action (shield=boomerang? protects legs & lower torso from literally thousands of bullets too? can cut into thick metal but no human skulls are harmed? protects from fire too, has enough space for 2 persons underneath & 3 persons on top of it?)
- things like: using a tiny laser/shovel to cut through a reinforced car frame/asphalt/soil with no leftovers in 15 seconds or feigning death with 1 smartphone, 3 rounds of high-power rifle shots, 1 lengthy surgery with electroshocks & a 1bpm brain-damaging stunt or failing to show a furiously minced nick fury due to hundreds of bullets bouncing off of his tank-like car interior
- mentioning other avengers didn't really bring anything except more silliness (shoot the hulk? stark uses lie detectors when recruiting?)
- too shaky camera, too many sped-up movements, too much cgi in just about everything
- some lame fighting choreography (the elevator fight/escape/landing, mma fighting from retro captain?)
- some embarrassingly low quality cgi (the introductory ship siege camera fly-by, the nick fury chase scene)
- even at his age and in a weird miscast role redford performs better acting than anyone else in the movie
...
- maybe the movie ($170 mil.) should have been called winter soldier incompetence instead, though compared to the new spiderman ($200 mil.), even this 1bpm level here looks mighty amazing
also:
- ridiculing cpt. A continues: used to fight for what he thought was right (idealist), became a 'realist' (via mainstream propaganda), now fights for the image people have of him (savior), his life a zero sum sacrifice! (someone was watching the zero theorem?) ie. worthless
- cpt. A represents a perfect(ed) employee/soldier of uncle sam (100% patriotic, half man half machine,...) and if cpt. A 'wants you' to help him, it means you're actually helping uncle sam, cpt. A also represents promoting usa interests, he is a personification of usa, shield is NSA, world council is UN/NATO/.../globalism - he is willing to pay a high price (but he can afford it, being a supersoldier with nothing better to do with his life lol)
