There is for a good reason 3-4 major ISPs in a small country like mine. Do you think there would be so much of them if p2p is punishable? ^^
Apparently country earns more many from this then what would if it starts to forbid it.

IPTorrents is a very big tracker. When you have hundreds of thousands of members, what are the odds one of them is working for an anti-P2P company? It's the same as with cheaters and traders - you simply can't avoid it. IPT only became "leet" quite recently, which may be why you've heard about TL more.
Although with the amount of resources they have, every tracker is potentially unsafe - it's easy for an AP2Per to pose as a noob in the many invite forums that exist, post and give invites to receive others to bigger targets (social engineering). Or, thanks to invite sellers, simply buy their way in.

Right now I'm just collecting my RevTT because of its sentimental value - they've become quite picky with cheaters and I don't want to waste my time

You know IP:port proxies, right? Those are "real" ones.
And you should do as the message says and be faster.

when you complete all steps then at the end you will get this:

You appear to be connecting through a proxy server. Your organization or ISP may use a transparent caching HTTP proxy.
Note: if you run an Internet-accessible web server on the local machine you need to shut it down until the sign-up is complete.
