Yes, pretty much. You could probably lose accounts elsewhere. They seem to have connections to what, bcg and scc, there could be others.

Yes because sometimes they impose ISP level ban and block your whole IP range. but this is in very serious cases ..

shoulder was talking about them sharing the IP you used on trackersI.e. if you used the same one at x264.me and What.cd, and What bans you, prepare to face "this account has been disabled" next time you try to log in to x264.
If you've used different IPs from the same range normally you shouldn't get banned, unless like ovais said, they have a strong grudge against you and ban everyone on your IP range.

I think x264 bans ip ranges, at least that's my theory regarding the nasty message that previous banned users got after a new fresh signup with new ip: "you are not welcome here, please leave".

you should be fine as long as you're not standing out in some peerlist or similar.
i'd also recommend not to use mathematical valüs like 1024 but rather something unordered ...
