Regarding new scripts, I don't think they will ever apply any since it is all about how to handle your ratio using a tool, so it is most likely depending on user's behaviour.

Not quite.Take for example what.cd,which is able to detect greedy torrent no matter what values you enter.I'm talking about the "set my upload x times my download" which works quite fine on nearly all trackers even without randomizer.
no high level trackers detects such mods... but in case of ipt its diferent
at ipt it works fine..if used properly... and ipt is bluffing about anti cheat scripts... cheated with 4 mbps today

Correct, you can always cheat, everywhere. However, (from what I've read, as I've never been a member), OiNK's scripts made it much harder.
Thankfully(!?) they're no more.

Well OinK userbase is divided among what.cd and waffles afaik. Both quality trackers.
And we can cheat relatively fine there so I guess its not really bad thing OinK break apart. Oh and I'm glad founder was released of all charges.
