Not true. But it's just really hard to implement good cheating scripts and in the process some bugs might ban some people without wanting to so they just don't do it.
When someone gave me the "if you cheat you will destroy trackers" excuse, I just told them about fl.ro. They're very relaxed with this stuff, and look where they are now.

I love the trackers like Filelist.ro, SCC or Zamunda. They dont care about anything even cheating.
