Only Leather-BG.com seems to work at the moment, and it's very slow. The tracker is also down for non-Bulgarians, you need to use an open HTTP proxy in uTorrent to announce.

They open signups every now and then. Monitor the open signups thread here, it'll be posted. Unfortunately, you're only allowed to register once per 24 hours using the same IP, which considering there are very little Bulgarian proxies makes the task rather hard.

As Mihai said, they have a huge amount of users, which keeps both new and old stuff very well-seeded. They also have no ratio requirements (not an issue for us anywayWhat's the greatness of this site, pal?) and a bunch of game rips, if you're into that.

Yes you need to check with the proxy site for signup. However, if you are in the site you need a personal proxy to use in your client

You can use leather-bg to signup and browse, but to announce you would have to use a proxy inside the client for announces.
This tracker is not ratioless per definition, it has a ratio system, which seems to be updated once a day, but it's known that they don't care about low ratios, just like demonoid. It's a very good tracker, I wished they'd solve that stupid DNS problem/restriction.
