Why is it not recommended to cheat on packs? I know that the leechers are partial seeders, but can the site admin actually make out that the number of leechers is zero?

Would you fake on a torrent with 0 leeches? No.
Would you fake on a torrent with unreliable stats and POTENTIALLY 0 leeches?
Partial seeders = not leechers, so we don't know the full amount of leechers, could be 100 or could be 0. It's risky, that's all. Also, every stat has to be spot on because most of the times you can't find those packs anywhere else, so if you have 0MB downloaded and lots of MB uploaded, it makes you look like a cross-seeder which is bad for site specific packs.
Yep...regular torrents are safer, except if u fake-seed at 100-120kb/sec on packs....
if you wanna cheat on packs only use new ones. new = not older than 2 hours

Some sites monitor old packs as they know that new users see them as a 'safe haven' to cheat. Scripts are usually applied to most packs, and sometimes the # of leechers on a pack doesn't change for weeks or months, and a burst in activity on a specific pack with previously no activity becomes very suspicious.
Oh yeah obviously upload is the one to be wary about. However, back then, sites would flag any increase in activity and would specifically point out the user in question. A lot of scripts weren't particularly advanced, so staff would manually have to check what activity was going on. Regardless, new packs are always more ideal as there is usually a flurry of activity & what goes on is less clear cut, especially with the advent of seedboxes.
