but nothing will happen to them of course, for they are a part of big transnational business, a large profit-maker with good future prognosis (notice that baidu is/was google's largest competitor in china, actually significantly more successful there as well, would be really convenient to get rid of the competition this way)
they could have listed thousands of sites, but that would just complicate things, the idea is likely to firstly point out how just about every country has its file sharing sites or 'market(s)' (ie. it being a global 'threat'), picking out those countries that may have bigger industrial/usa interests involved (the baidu example which is a direct & obvious one, whereas there could be many more not so clearly visible), using the copyright issues as basis for political demands/extortion/blackmail and/or for harmonizing global policy regarding the subject, as other smaller (or less important) countries will likely follow the bigger ones lead concerning the legislation
