So it seems that being stupid is considered a crime somewhere in the world.
I have to say that I will too fine him if I was a cop.
The laces could easily get stuck in a vehicle's wheels or make someone fall to the ground, so he is endangering himself and others. Maybe not dead risk endangering but it could at the very least hurt you, ruin your clothes, your belongings, waste your time, etc.
