This could serve as some precedences for pple like you and me when others try to get info from ordinary people via these methods.

we also know that personal data acquiring is always attempted if there is a chance to do it fast and without a warrant (even though it may be necessary) - imo lawyers can make a good defense if data wasn't acquired 'by the book'

the question is: does IP info represent personal data or not - it can lead to a person (via ISP), but is it in itself a protected information?

IDK...that's an interesting question. An IP is handed out by the ISP. I would tend to think that the IP belongs to that ISP and would therefore be it's 'property'. If that's what it could be called.

The user is jjust using it.

the car belongs to the rental company. The driver is just driving it as equally as the Internet user is using that IP from some ISP.

that may be the reason why the IP information is given out so easily (with the 'time-stamp') - then the only obstacle left is ISP, when warrants should be an obligation for acquiring private data
