I think that logically enough, Microsoft doesn't want the government to adopt Free software to generate extra revenue - even if OpenBSD, for example, is well-known for its extremely low amount of security holes.

in the end no software company wants users to use free software as it hurts their possible revenue (p2p anyone), but they are here and companies have to adapt to a new situation - OS's are big pieces of software but i have a feeling M$ feels the heat
