ChileBT's homepage says "signups are temporarily open". Then when you click on the signup button, the form loads and doesn't ask for an invite code, but a blue bar at the top claims signups are closed and an invite is required

You should check which is true, I guess.

PuntoTorrent has a public forum, and I've heard there's a "gateway" to the actual tracker there if you can somehow prove yourself, but don't know the specifics or whether it still applies.

No idea about the others.

Has anyone been able to get invite for AB from AR. Like I sent my message to recruiter and he just simply didnt reply/send invite even though I met all condition and the message was in expected format. Also recruiter was online several times after I sent him message

There aren't many Spanish-speaking trackers (from Spain or Latin America) out there, and the ones that do exist have stringent entry requirements. This has been so for around a decade, the only difference was that you sometimes saw open signups back then.

You're better off trying to find public indexers or DDL forums via Google and biding your time until an opportunity arrives. bt-arg.com.ar has open signups, but you'll be disappointed when you see the content.
