2. Not download a torrent (but to choose some release that is popular on TL but I don't want it on my hard-drive), but report the tracker that I already have it and fake-upload it with the speed I choose.

On TL, almost anything goes. Unless your question is "can I flash 30TB without getting banned?", the answer will be yes.

when I use RM + MR with TL ! Do I have to close uSerenity ?
(I have an episode of true blood from TL on it (seed))
As I said before, no one cares on TL.
However, if you want to "be prepared" for trackers where they do care, stop the torrent you're going to fake on in Serenity. And don't forget the memory reader.

pal why so much trouble use rm with memory reader speed tested until 6mb/s works fine , don't be greedy
There really is no reason to have a huge buffer on TL...just make sure you are not on the TOP10 list and also to seed your new torrents to at least .40 and you are good.
Play around you WILL get banned a few times and you will get better.
