Recertified is a near-synonym of refurbished.

These are items that were on exhibit, repaired or returned to the manufacturer for whatever reason, and after a checkup, are determined to be working correctly and fit for sale. But they cannot be sold as brand new because they're not, hence the price.

They're a safe purchase as long as you can get a warranty of at least three months. In this particular case, as soon as you get the disk, run extended and conveyance SMART tests, then fill it with files and run a checksum program. Since it's Western Digital disks, make sure to disable Idle3 and APM too.
