Is 30 minutes of extraction 50gb files normal (using winrar) or is it too slow?
That depends on several factors, including compression level and method, available processing power, and I/O speeds of both source and destination.

I have ryzen 5600x, and I did extract on HDD. Do you know what CPU % should be used?
I just tried extracting to SSD and it took ~10mins.
30 Min. = 50 * 1024 / 30 / 60 = 28,4MB/s
10 Min. = 50 * 1024 / 10 / 60 = 85,3MB/s
SSD speed seems pretty normal. I guess the CPU is limiting in this case due to the compression level.
The HDD speed is a bit low for a modern HDD, but maybe it's just an old one..? Or maybe the source and destination is the same drive?
It's hard to give a straight answer to this, since decompression has two potential bottlenecks: CPU and storage transfer rates. The rest of your post suggests the latter was the bigger one here, however. (The system cache can make things seem faster upon a second attempt, but given the sizes we're dealing with here, I don't think it's a factor.)
