    i am very interested to create a simple tool to cheat private trackers,
    but i have 0 knowledge in software development,
    which language will be easy and best for me to learn and create a simple windows app, and then app for ratio cheat in future.

    C? c++, java or any other language,
    can i learn language without any teacher or classes? just from internet sites or a pdf book?

    You can do anything you want, as long as you set your mind to it.
    C and C++ are harder than java and C#, but you can learn on your own as long as you have enough discipline.

    I think Visual Basic .NET's easy syntax would make for a solid start; perhaps C# too. Python is often also recommended as a good beginner's language, but I personally find it difficult to deal with (how to replicate a switch's functionality again?) and it's inflexible when it comes to code spacing, although the latter is ultimately good for you. Documentation, assistance and code examples for all three are very thorough in any case.

    Before anything, however, I suggest reading the protocol specifications for BitTorrent (plus all BEPs), HTTP, and TCP/IP; mastery of a programming language is only half the battle here. Note that specifications will tell you how a protocol should work, whereas actual implementations will tell you how it does work; you need to know both. The good news is that most torrent clients are open-source, as are some cheating programs; even if their language of choice is different from yours, reading other people's code and its comments can go a long way.

    I found Java courses in my national language in you tube, its seems its less lengthy than C#,
    i checked quora discussion, mostly people recommending C#, as i am just a computer user, or internet user, i am not a MCS, BCS student, its just my wish i create my own download manager and a cheating tool. so i asked, will i become a software developer without any classes in college, university..

    I think i need to get knowledge in java, then how to built an app, and in 2nd step, i will try to get knowledge about bittorrent, tcp, udp and etc

    I picked C# up fairly easily in the days of VS Express (although it's been a long time since I last wrote something in it). Definitely wouldn't say it's harder than Java. In any case, VB.NET remains my top recommendation here, as its syntax is easy while the language itself is very powerful.

    The Visual Studio IDE can be used to write programs in either language (among others).

    Well, there's the stuff I mentioned above... and while it's completely possible to write Python GUI programs (BitTornado ), I mostly associate it with terminal applications because most of my experience with it involves them. But those are just my personal biases.
