    C? c++, java or any other language,
    I think Visual Basic .NET's easy syntax would make for a solid start; perhaps C# too. Python is often also recommended as a good beginner's language, but I personally find it difficult to deal with (how to replicate a switch's functionality again?) and it's inflexible when it comes to code spacing, although the latter is ultimately good for you. Documentation, assistance and code examples for all three are very thorough in any case.

    Before anything, however, I suggest reading the protocol specifications for BitTorrent (plus all BEPs), HTTP, and TCP/IP; mastery of a programming language is only half the battle here. Note that specifications will tell you how a protocol should work, whereas actual implementations will tell you how it does work; you need to know both. The good news is that most torrent clients are open-source, as are some cheating programs; even if their language of choice is different from yours, reading other people's code and its comments can go a long way.

    can i learn language without any teacher or classes? just from internet sites or a pdf book?
    Absolutely, but what Sazzy said about discipline is very real. The following article will explain more.

    I found Java courses in my national language in you tube, its seems its less lengthy than C#,
    i checked quora discussion, mostly people recommending C#, as i am just a computer user, or internet user, i am not a MCS, BCS student, its just my wish i create my own download manager and a cheating tool. so i asked, will i become a software developer without any classes in college, university..

    I think i need to get knowledge in java, then how to built an app, and in 2nd step, i will try to get knowledge about bittorrent, tcp, udp and etc

    You: what programming languages are best for a complete newcomer
    Me: I recommend VB .NET, C# or Python
    You: I'll go with Java

    You said:
    VB .NET, C# or Python

    After googling, i found C# is easy than C++, but hard than Java, and C# is also lengthy, i read this quora discussion.

    VB .Net + C# , you mean C# with Visual studio?

    Is it ok, if go for Python for windows desktop software development? i want easy programming language which i learn in weeks to months, i want to get all knowledge from youtube video tutorials available in Hindi/Urdu.

    I picked C# up fairly easily in the days of VS Express (although it's been a long time since I last wrote something in it). Definitely wouldn't say it's harder than Java. In any case, VB.NET remains my top recommendation here, as its syntax is easy while the language itself is very powerful.

    The Visual Studio IDE can be used to write programs in either language (among others).

    Well, there's the stuff I mentioned above... and while it's completely possible to write Python GUI programs (BitTornado ), I mostly associate it with terminal applications because most of my experience with it involves them. But those are just my personal biases.

    On a sidenote, I found this some months ago and want to archive it here for posterity. Registry values to disable telemetry in Visual Studio.

    Code:
    REGEDIT4

    [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\VisualStudio\Feedback]
    "DisableFeedbackDialog"=dword:00000001
    "DisableEmailInput"=dword:00000001
    "DisableScreenshotCapture"=dword:00000001

    [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\VisualStudio\SQM]
    "OptIn"=dword:00000000

    [HKEY_CURRENT_USER\Software\Microsoft\VisualStudio\Telemetry]
    "TurnOffSwitch"=dword:00000001

    It was rather due to our shared regard for felines, but that's one interestingly-sized microwave you have.

    Patchouli from Touhou Project. I haven't played any of the games, but I know her, Sanae, Reimu and Cirno from imageboards and doujins.

    The Fumo plushies are also very cute, but I wouldn't spend the $60 resellers ask for on one.
