have problems with ratio master 1.9.1

Hello. i have problems with fake uploading. and it started after i reinstalled windows... and now i cant just get it to work

As far i can see from log.. it cant detect java somehow,

Using

Ratiomaster 1.9.1 or Sb-innovation version. but same error on both.
Utorrent 2.0.4 build 21515

Have tryed.

Memory reader
firewalls disable ( still disabled )
differents utorrents clients to match on RM
differents trackers
reinstalling java alot of times.
and more.
