This ranklist is mostly based on the experiences of our users and many have told me that cheating on IPT is not that easy. You may think that cheating on waffles is easier but I on my part didn't have any problems even using higher speeds at waffles.
So in my opinion waffles and ipt are at a good place but I'll soon take a look at your experiences and maybe there'll be an update then again.

okay, but IPT dösn't have many lists at all while waffles and others have peer- and snatchlists. the latter even permanent.
i think this makes a big difference for all kinds of users.

i think this is too rare to take into consideration unless you have very good contacts to many staffers from many sites ...
It's still possible. Look at the What.cd tracker analysis. Their staff has access to lots of "interesting" information right on your profile, for example. They've gone to the extent of making their system automatically warn them on IRC at the slightest sign of cheating.

of course it's possible but to make a list like that you have to stick to what you know and not what could be possible. i could also say let's put ILT right beside oink because i think they might have some wicked lists somewhere ... i think you get my point.

Here some of my experiences:
TL and PTM: using utorrent extreme 10x Multi workin fine for several months now.
theoccult.bz: instant ban with any utorrent extreme i tried. vuze extreme with fake multi works
bittown and mnnv2: work fine with ut ext 10x too, make sure no not exceed 100k/s per torrent
btf reloaded: vuze extreme @ azureus 2504 with varrying fake muti works
torrents.ru: vuze extreme @ azureus 2504 with no report and fake multi works fine

Everything works at Zamunda, they have no scripts and can't be keeping an eye on everyone with 600000+ members.
@Manas: I once tried ghostleeching at TheVault and it worked. Assuming all The* trackers share scripts it should work on the others as well. I could test it again on TheBox or TheOccult if you want to confirm this.
