Vuze and ProxyFake are multi-platform, although the latter was currently not working, I think. RatioMaster can be made to run under Linux (there's a guide in this forum).

There are no "PHP-based torrent clients". You can't turn your free host into a seedbox by uploading scripts, not even one that can run shell commands, because they aren't that stupid. Seedboxes work by putting a PHP-based frontend that communicates with a regular BT client also running in the same server. Get a cheap VPS if you want to experiment with high-speed goodness.

At least one service like that exists. Don't know if a source is available, but you could ask (ratiocheater.com). I wouldn't recommend them, though.
