It's where you suddenly upload (flash) a large amount (can be any amount you set) to the tracker. For example, suppose you were to legitimately upload 25 Mb via your client. You unscrupulously 'flash' 250 Mb to the tracker b/c of what-ever reason you have in mind to do so using a tool.
