You can write it yourself if you have your own tracker/forum.
In php you just need GD enabled and just write a simple script using imagestring().
It will take a few tries to get it just the way you like it but if you're familiar with php it is quite easy and you can be on your way in less than an hour.
You could also do it in other programming languages as CGI scripting but the php way is easier if you already have a server set up.
also on most trackers you'll find user bars in the forums.
just search the forums on each tracker you'll find a lot of them designed by members.
It is not designed by members. the userbar will show the real-time statistic.
oh, I'm sorry, I misunderstood your question in the first place.
Not in a stock install. If you want to run a tracker, look in the Gazelle forums or code it yourself (if you know PHP).
Of course, you can't add it to someone else's site like that.
