They're probably wanting to weed out the casual guy and keep those really either dedicated people ul/dl or dedicated cheaters.

In my reasoning, if its that hard to get into and the userbase and torrents are so small compared to other movie trackers why bother, they might even want a verification of speeds once in a while to prove urself. So the conclusion - cant be fucked

Maybe there will be some sort of special links for the higher ups on the site before the countdown is over or something else they can do to join the site, but I doubt any regular user can just sign-up before the countdown is over.
