BIN files vary in content.

For DLLs your best bets would be HxD, Resource Hacker or PE Explorer, depending on what you want to do.

Depends on what the BIN has. It could be a CD image, or a random binary file.

Tip: open cmd and type exe2bin /?.

any hex editor can edit any file. the important factor is what you wanna do with it

Not cd i am already have power iso, its just file with some KB need to add some information into it.
