then u can use a mratio or rm if u dont want to download from german ips it is the best way to get to the next level easily.
and it is not a hard to cheat tracker.

if he just want to advance in the userclass he can just fake using mratio download and upload and they cannot detect it.

But when he wants to actually download, having used mR or the RM won't do anything to avoid contact with German addresses... so IP filtering is a must.
