Wasn't it your ISP causing the YouTube issue? Either way, you could try browsing inside Portable Ubuntu for Windows or that Privacy Virtual Machine - it the problem persists, it's an ISP issue; if it doesn't, it's a Windows problem.

I realized it's not.All the guys i asked about it told me they had problems but just for one hour or 2 and then it worked fine.But for me it's still not working.And whats with that Portable Ubuntu?

It's a portable version of Ubuntu that can run along Windows at the same time, as if it was just another application. More info here.

I have encountred this problem on filelist.ro once...look's like on some isp's the server take much more time until work properly or something like that..but i'm now sure if it's 100% because that in this case..

If you have clicknet isp it may happend..but about youtube i don't know.
