Everything looks fine there. As a last resort, you can add this to your Chrome command line to forcibly enable all GPU acceleration features and disable all driver workarounds.

Then go to YouTube, Twitch or whatever, play a video, open
chrome://media-internals/ and check the details for that page. It should say that the GpuVideoDecoder is in use. If 1080p streaming is still slow, the hardware simply isn't good enough, confirmed.
