BM and BMTV actually have a dedicated group of staff to monitor new member's activity; anything strange and questions get asked. They stop monitoring as much after a certain amount of time.

Well, I find that kind of strange.
I am on that site (bitme.org, that is).
I cheated there since day one and I've never encountered any concerns. I personnally believe that its a combination of how one goes about the cheat'in 'n leach'in them out of ratio, type of torrent, age of torrent ( that's pretty of obvious), and a few other things.
I am, however, very well attune to the fact that they do have staff that do watch for cheaters. This is true as I've read about it in the forums there.
But you know, shawshankraj....just take it easy with your cheat'in the place out of ratio if it makes you nervous to do so on a site like bitme.org.
