it can do all you want, quality depends on size, what you except, with 50 mb to get quality like BR 50gb

Well, forget about upscaling. Your results wont be much better than the source, but bigger.
MKV is only acontainer format, so get mkvmerger and put the existing file into an mkv container.

upscaling or even changing formats is totally useless in this case.
when you go to full screen mode, your media player already upscales the video for you.
same goes for DVDs and TV, it does that on its own.
MKV is also an unclear request.. why would you need to transform it to MKV? it's less compatible with standalone dvds etc.

bottom line: you will NOT get a better video result if you convert it to mkv (you probably mean x264 anyway)

alright well i don't plan on playing it on dvd... just on computer

i wanted mkv because this format gives good quality in less size:unsure:

mkv is a container, not a codec

exactly. i think x264 is what the OP is looking for

Depends. Didn't he want to encode VOB files (so dvds?).
Doesn't x264 shine mostly in HD encodes, while a dvd is not HD?
A "mere" Xvid encode might work out better.

codec quality dösn't depend on the size

Oh, okay.

Lovely comparison here (http://ubuntuforums.org/showthread.php?t=658090) anyway for OP to descide himself.

nice comparison.
one thing to keep in mind tho: x264 encoding is much slower. just in case that's a factor for the OP

If I can be bothered to encode on my machine i will try to use the best qual no matter the time, because on a good machine it wontt be really much anyway). However, if on a really old machine I would just dl it lol. It mght take anon' machine a week to do hi 2pass qual encode - forget it, downloading is way faster

okay if he wants better quality for smaller size it's definitely x264
try these:
mencoder, ffmpeg (look for a frontend aka GUI)
check out this page and go for the freewares (always the best!):
