Cool tracker! Pratically is the twin of BitHumen. It has the same difficult to get in (much difficult) , just Hungarian and maybe the same files. nCore has a cool design then :wink:

Google says that means "Conn. Fresh". Maybe it's what we know as "last activity on this torrent".

Yes, you cant get more points for the extra upload amount. Each day u can get max 1 point for uploading at least 100 MB.

I am not a member there myself but perhaps the information in DS's 4th image where it says "General Rules on Behaving" > 1st and 2nd lines might provide some insight into the possibility that this tracker has ratio. And if that is true then more than likely your 2nd question on H&R would be answered.
