Is it possible that the reported upload speed on some trackers doesn't register if there's isn't anybody downloading? I just tried to see if the upload size would be reported and got nothing back after uploading like 100MB. Not sure exactly how it works, but am curious to know the answer to that question.

Normally, no. The most likely scenarios are that you haven't waited long enough for stats to update, the torrent is "neutral leech", or the announces from your program didn't get through due to some network error. If none of those things apply, please give us specifics about the tracker and how you're trying to cheat.
