Please remove PT from .ro and some clarification on SCC: all around except for donors and staff friends. But it's not "global" because you're still able to access the site. Thank you!

What is the difference between a signup ban and normal ban? If my country is banned for signup, can I signup using a proxy and use the site in my country (provided the tracker supports country IP change)?
