this is what we used at our school when the caching proxy didn't work properly and almost never returned the replies for HTTP requests

Yeah I used both & found that Tor is way better in terms of Real 99% anonymousing which is hard to set nowadays !!

LOL if we considered terms of anonymousing you know that there is no something called 100% Full Anonymouse !! coz its all about how strong the two-ways connection between your real IP & the mask is !! so Tor is way decent in keeping you stable among different ports
