Why are you concerned about this information?
Are you planning to scam someone?
This place is for cheating in torrents,
    not for stealing money.

This place may be for cheating, but it's not for ripping people off.
No I just want to know how paypal works. I never use it.

I will show you a screenshot of the transaction in good faith.
    If you cheat/steal someone's money,
you will go to a special hell reserved for child molesters and people who talk at the theater.

I hear account traders go there, too.

As VPN user, I have a question about the variable countries from wich I connect to Paypal in order to pay something. Can I change my IP without seting a red flag or even being banned :

    a) with no verified account
    b) with a verified account

Or maybe have I to use a vpn "dedicated" to Paypall ??

Anyway, Ukash, KashU and Paysafecard are imo far better in some important point of view.

@Renk: These probably won't answer your questions directly, but they are slightly related.

Can I change my PayPal address to another country?

No. Due to banking regulations, you can not change your address to a country that is different from the country you used when you opened your account. If you're moving abroad, you’ll need to close your existing account and open a new account. If you maintain residences in 2 countries, you can have 2 PayPal accounts as long as only one is a Premier or Business account.
What are the fees to receive payment from a different country?

In most cases we charge a fee to receive a payment from someone in another country. For specific information, see the fees section of our User Agreement.

Note: Unfortunately, we’ve had to stop allowing personal payments to be received from India. If you’re receiving money for a personal payment from India, we ask that you find another way to receive payment until we’re able to restore personal payments to this area.
