I don't really know but I've heard yes.

Not really, there's no reason to do that... a different ID looks like a different instance to the tracker, and normally if your connection went down in the middle of torrenting, you'd leave the client open so that upload (if any) can be counted once you regain connectivity.

if i close vuze i think i must use the different custom id correct me if i am wrong?and if i use vuze of 3 hours and i close it then should i select different custom id?will tracker staff know i had closed the client?

judging by a lot of peerlists a lot of clients that said to be banned are still active..
utorrent 1.8.0 to 1.8.5 and 1.7.7 you can find it all there..
it just gives you a message "warning you should update your client" that's it..
