Presented here in all it's glory and wisdom, is a pretty neat article that talks about a 'shadow government' in Bulgaria.
Yes.
that's right....a shadow/parallel/secret government that, regardless of who is actually in the seat of government at any time of governing that country, that parallel government has parallel authority and guaranteed function.
If this isn't an example what possibly may come in the future(in your own or other country's elsewhere, then I don't know what is).

Summary
Classified Bulgarian State Security Agency (DANS/SANS) intelligence report into high-level corruption. The report was allegedly went missing from the office of the Prime Minister, Sergey Stanishev last year.......The report begins (translation from Bulgarian): “The data coming to DANS indicate the existence of a structure acting parallel to the state authority, which has serious opportunities, funds, and positions for influencing the executive and legislative authorities, and the political and social life in the country
