This is an article on Wikileaks that, somehow, I must have missed reading on previous readings.

Presented here in all it's glory and wisdom, is a pretty neat article that talks about a 'shadow government' in Bulgaria.

Yes.

that's right....a shadow/parallel/secret government that, regardless of who is actually in the seat of government at any time of governing that country, that parallel government has parallel authority and guaranteed function.

If this isn't an example what possibly may come in the future(in your own or other country's elsewhere, then I don't know what is).

Classified Bulgarian State Security Agency (DANS/SANS) intelligence report into high-level corruption. The report was allegedly went missing from the office of the Prime Minister, Sergey Stanishev last year.......The report begins (translation from Bulgarian): “The data coming to DANS indicate the existence of a structure acting parallel to the state authority, which has serious opportunities, funds, and positions for influencing the executive and legislative authorities, and the political and social life in the country

The initial article is a small read, but I notice that the pdf is about 8 mb in size.

that's right....a shadow/parallel/secret government that, regardless of who is actually in the seat of government at any time of governing that country, that parallel government has parallel authority and guaranteed function.

and we saw countless warnings about such shadow governments in more prominent countries around the world (usa, etc)

its interesting to see such a report from a nsa-type of organization, since such organizations are usually already under control of these shadow governments

lately (last few decades), another form of shadow government is on the rise, usually called the new world order, aiming at global domination & control through financial/economic/government/legislative/media/industrial influence on major players/countries in the world (usa, eu, un, etc.) - it is believed that this is so far the highest level of global control in the world originating from early masonic secret societies with a substantial number of high ranking/influential/rich people involved (many of them having jewish origins)

I think that shadow governments or even influential groups holding strong will over local and or national governments must are around in various capacities than most of us realize.

I look at it this way:
Utility companies are a good example.


There could be a consortium of many chief executives from some of the biggest and more powerful public utilities and private sector company's or corporations.

They organize into a 'club' or organization in which all of the member companies hold a seat.

They take this behind-the-scenes action on any number of local building or organizing initiatives that range anywhere from an expansion of a public building to funding a business council.

The advantage of this sort of arrangement of cheif executives is that they have privileges and access to power without any accountability to the public.
They operates kind of as an Old Boys’ Club for only the wealthiest citizens and/or families that control the local economy. Hell, even the economy on a much larger scale if you will.

Sometimes, even the member companies are also involved in campaigns to push for municipalities to consolidate.

You know...2 small cities become one big city.

Sometimes, the metro areas or newly created larger city agrees to cede it's economic planning power to a new agency controlled by the consortium.

basically, a shadow organization that has control over the economic well-being of an area holding many, many people as part of it's economic power plate.

That consortium stays in place. Regardless of who the city council becomes over the years. It doesn't care.
It basically tells the city government what, when, how to do things. The city government has no authority.

Plain and simply put.

Now that's putting it at a more local level.

On a more national level, I also find that having an organization that is involved in intelligence like the Bulgarian State Security Agency would not only publish such material, for classified eyes, I guess, but also under the control of the shadow government.

In this case, someone high up in the political bureaucracy or in the Bulgarian State Security Agency leaked this info because they have something to expose.

And maybe this shadow government in Bulgaria, is perhaps a puppet of a much larger organization.
