It's a Rapidshare download manager. You can add links and it'll automatically download the files.

With this one you can log in to a Premium account, reconnect after downloads, and so on.

Sorry, I forgot RS lets you use generic download managers when you've a Premium account. I thought FlashGet had a special feature to download RS links.
