Yes. I have been using it all this week, and it's running right now. Just pick a good torrent. For example, "download" the What.cd Windows Toolbox (it's freeleech), then "seed" it. You can do like a GB a day on it.

Download: I'd say 300kB/s - never tried going above that, and you shouldn't either if there are few seeders.
Upload: overall, less than 100kbs.

Check the progress log tab. You most likely couldn't connect to the tracker.

According the log, neither you nor the tracker are really sending each other data. What client emulation are you using?
