I did spoofed my ISP as following:
1. download ProxyCap
2. choose a fast proxy from here (Choose specific country of the desired ISP)
http://proxylist.hidemyass.com/
3. in proxycap add your proxy
4. in proxycap add new rule and make specific to 'Speedtest Spoofer 2.1.exe' program
5. open 'Speedtest Spoofer 2.1.exe' and request your desired speed spoof.

If you want to update the server list download the servers and save it as 'Servers.xml' and it will be loaded at the startup.

the program now will load "Servers.xml" file at startup, in case there is no one it will load the internal list which is updated to 23/4/2014 (means always updated servers list )

I would like a version that would allow this to prank friends please with speeds greater than 999 Mbit. Because if you speedtest 999 Mbit it's barely 12 MB/s download / upload. People have faster fiber connections than this.

Uh, 999 Mbps is 124.87 MB/s.

I think the current limit is fine myself... this program was meant to save you should you set your fake upload speed a bit too high and get noticed, nothing else.
