Is the country filter only for sources or..? Because after blocking the USA, I can still see Kad nodes from there:

was ich mich bei dieser mod frage ist wie man sie so einstellen kann
dass zwar per defaut sharing an ist, aber neu hinzugefügte downloads
per default nicht geshart werden (erlaubnis: versteckt / puplish: nein)

If I understand correctly, you want to share full files but not partial downloads?

You can tick "disable sharing", move all the files you want to upload to another non-Incoming folder, and share it at Options -> Directories. This way you wouldn't share your partial downloads, but yes your complete files, as whatever that's located in manually shared directories will always be shared regardless of your chosen share level.
You'd need to move your downloads from Incoming to this folder every time one of them finishes, though.
