Got anoher ban today LOL. I have changed IP, MAC address, and cleared browser cache, changed port, used different browser. I have no idea that they recognize me.
When i restart router, my ip changes, but only the last group of number change ( 192.168.xx.xx), the first and the second remain unchanged
I know the chances are very low, but maybe you got the same IP as your other ACC, you said the first six numbers were the same)..
This is an internal IP, no body can see this, what.cd only sees your external
Just to clear things up:
A static IP address: an IP address that's assigned (by an administrator) to a computer and will always be assigned to it, it will not change.
A dynamic IP address: this is usually assigned by the DHCP each time you connect. However, the DHCP usually assign the same IP address for a very long time. This will likely happen if you're using broadband internet. If you're using dial up you will get a new IP address.
For the first case (dynamic IP address for broadband internet), it is called a sticky dynamic IP address

A sticky dynamic IP address or sticky IP is an informal term used by cable and DSL Internet access subscribers to describe a dynamically assigned IP address that does not change often. The addresses are usually assigned with the DHCP protocol. Since the modems are usually powered-on for extended periods of time, the address leases are usually set to long periods and simply renewed upon expiration. If a modem is turned off and powered up again before the next expiration of the address lease, it will most likely receive the same IP address.

lamxung, maybe you mixed up your internal ip with external.
lamxung, find a local library or cybercafe and try to join. But they maybe have banned your ISP IP range so maybe via invites is safer.
