How to set up rutorrent for permaseed?

I don't want my torrents to stop seeding, but I don't know how to manage that on ratio groups.

Make sure scheduler.max_active.set is set really high in rtorrent.rc (1000 or more, it defines the maximum number of active torrents), then place those you want to seed in the "No Ratio" group.

It seems that my rtorrent.rc file does not have that option "scheduler.max_active.set" should I add it at the end?

Then it should be enough to just set the torrents to "No Ratio". scheduler.max_active.set is neither defined by default or listed in the documentation, and rTorrent itself has no queue system. I recommended changing the value since seedbox providers sometimes preset it for you, but reading your post again nothing indicates you're using a seedbox at all
