Looked them up, only important differences I see are more internal storage and a heftier price tag on the OnePlus. I guess the decision is entirely about how much space you need.
Generally, I would prefer less internal storage but also a card slot (which neither of these has), but MicroSD cards on most phones aren't easily removable like on a computer, so it doesn't make a difference.

The storage on the oneplus is +- twice as fast and comes with OxygenOS which is generally better than MIUI and lacks wireless charging
They both come with two sim slots, one of them can be transformed to an SD (on the mi at least, idk the OP but I don't use this anyway, esp since I need two sim slots)

And also, newer phones don't mix the internal storage with the external. I understand this occurs because internal is way faster nowadays and there's also the problem of data corruption.

shortcuts, commonly located on the desktop, are also files
if only one user does place files on the desktop, it was meant to be used that way (by him)
Mi 9... If u want something cheaper k20 pro.. i hate one plus

I have the shitiest luck when comes to pc tech problems. I used system restore last night, and it fucked my FF and Chrome. Lost all my extensions. Thank god I at least had bookmarks saved on hdd. Backup your profiles ppl!
