"The procedure" depends on your usage scenario, but this is a good start, yes. Make sure you pick good torrents, because faking upload on stuff that has zero leechers may get discovered easily.

Deluge 2.0.x is complicated to make an emulation for, since there are no official Windows binaries available, and packages for other systems all have slight differences in the requests they send to trackers, making it impossible to write a one-size-fits-all client file. If you're fine with using an emulation whose accuracy is not completely known or guaranteed, I can write an mRatio client file based on the data I captured.
