After a swift look at my tracker database: PassThePopcorn, TvT, What.cd, Waffles, Filelist.ro, IPT, RevTT, Demonoid, PussyTorrents, RuTracker.

(I only included the ones I'm 100% sure about)

scc has an hnr rule. actually they do not care about it, but it is in the faq

So do most of the trackers I've mentioned, for that regard. They're there just for looks or something.

they have, but it's counted when you log-in while leech/seed there (a few months ago, now idonno lol)

but they don't ban at all on ratio reasons.

they DO count ratio.
but they don't ban even if your ratio is really bad. even if you don't upload at all!
