I strongly suggest you try it out on some unimportant low level tracker.
It's working fine now, but it takes a while to adjust the labels.
Show Leecher, Noreport, nocomplete is a no-brainer on most trackers.

I don't think uTorrent is capable of that. Is there a client out there, which can do that?

If you've got a torrent with really bad download speed you either set the number of downloads higher (Options - preferences - queueing)
or simply just set the torrent as force download. So it will not count as regular active download and the next one starts.

yoco, the closest thing you can get to that is allowing an extra torrent or two in your queue, and giving the slow one less bandwidth priority (you can find this if you right-click). There's no function like the one you talk about in uTorrent, or at least I'm not aware of its existence.

yup ^_^ i'm little lazy and usually implement new things after new uT came out so it takes more than few minutes for just updating

just don't limit numbers of active torrents limit speed and max connections instead
