Well, the staff said it was okay, then it is okay. As far as I know, it only checks your IP on registration. From there on, it doesn't matter how many accounts are attached to your IP. Though, don't exaggerate by creating 10 dupes and so on with one IP.

They can easily check which users are sitting on an specific IP or range.

Yeah, but that doesn't make it impossible. If they were to do that with a popular IP range, such as a comcast range or whatever, they'd find a lot as well. Banning all of those simply wouldn't be ideal, seeing as most would be legitimate users.

Sure, it'd be idiotic to ban people based merely on their IP range. It can work as "evidence", though. If someone uses the same browser, and same e-mail provider, and same client, and is on the same range...

Indeed. In other words, they would need more concrete and solid evidence. However, if they were to change all of those = voila. As long as it doesn't resemble your prior account, it should be fine.
