Hold on a second. I think there's a confusion here. What.cd itself doesn't ban any countries - it only prevents some of them from accessing the interview IRC channel. As for why they do so, it's because of the high ratio of cheaters, traders and the like - I've never heard they ban countries based on the maximum upload speed their respective ISPs can give. Given a large chunk of people have asymmetrical lines, that'd be a stupid thing to do.

I was on a site once a few years ago.

Since I cared less for this particular site, I posted that I was a cheater.
Though I had not yet even cheated, I received a PM in my PM box and was told to not cheat and that I was going to be watched.
Then another staff member PM's me and basically re-iterates the same content and admitted that even though he cheats, he cheats on another site.
Is this a 2-sided thing or what??

Banning from the irc+ not allowing members to offer invites on forums=No invites unless u have a friend at What and to have such a friend abroad and intersted in torrent world is really rare

Even they are blacklisting about all the ips of the vpns and without a sock proxy of a country u know by hard ,the chances to get invites are near to zero

I succed one time with a proxy of holland and they brought to me a guy who invite me to have a dutch discussion with him about the city where i live in holland...

Concerning the countries without no cheaters i believe there's no reson to ban members from those lands apart from there poor upload ,it is my own conclusion and deduction
I have no solid proof to demonstrate it definitly

We called it two-sided character/double agent or multiple personality in narrative writing, right? At least, it's not cliched things in real world

Yes in real life also its common.

I cheated on my taxes once. .....

You see, it's like this:

When I was president of The Democratic Penguin's Republic of Antarctica which currently only constitutes about 10 or so people. ( Santa and his reindeer frolick with us in summer-time ), I instituted a levy on cold.
Yes, that's right. On cold.
I was tired of cold and had an ingenious idea to make Antarctica warm. But somehow that didn't seem to fizzle very well with some of that continent's indigenous inhabitants.

So that was left to bunk.

But anyways......one day, me and WhatMan .....er ....actually at his prompting, thought to cheat on cold taxes because he didn't want to install all those extra fans for his computer's servers to keep them cool and thought it best to bring all his computer's servers over to Antarctica.

But he didn't want to pay cold taxes.....this was before the big uproar outside of Amerika, ya??

So WhatMan said to me: LOok, when I was growing up, I had this really hot sister.
Then I realized that she was actually my mom.
Damn the frustration!!
If you want, you can have her.
Just give me a break on cold taxes because I need to keep my computer's server cold.
....So I did.

.....gave myself one too, as a matter of fact.

So anyways...you see, What.CD taxes have proven incredibly popular among the ....er.....What staff.
What staff use all kinds of taxes to ensure freeleeches despite breaking their promises of giving a non-free leech break.
