They block non portuguese ip addresses, but this is a direct link, you should have no problem downloading it.
You can access to the forum and ask for an exception, and they'll add your IP to the "white list".
And in my opinion BTNEXT has to be uncheatable, because it was famous for the downloads being national, ISPs had limits in international traffic. So, you could only download big stuff if you were rich and had a great connection.
Now the ISPs don't have those limits anymore, so it lost much users. If the users could cheat, it would be a very crappy tracker.
